Annual Report: HMP Bedford - 2001/02
When the Board submitted its last report, the prison was facing serious difficulties. Thegovernor, who had recently been appointed, had the task of turning the prison round from aposition of heavy debt, with many buildings in a parlous state and low staff morale.At that point, the Board reserved the right to withhold judgement, in order to see if theestablishment could be turned around. The Board took the view that a five- year programmemight be realistic. The priorities they considered were humane conditions for the prisoners, adecent working environment for the staff and value for money for the taxpayer within its budget.
